California’s process for the development of nursing standards of practice (California Board, 2023)

First, California’s Board of Nursing (BRN) must identify a need for change such as developing or revising current nursing practice standards. Once a need for change has been identified, BRN forms a committee of subject matter experts to pitch into the change. These experts then must undergo an extensive review process to examine current standards and consider best practices in nursing care. They must seek input from nursing organizations, healthcare facilities, patient advocacy groups and the public. Once the draft standards are refined, they must be submitted to the BRN for approval. Once approved, the BRN publishes the new standards which serve as the official guidelines for nursing practice in CA in healthcare facilities, nursing schools, and practicing nurses. Nursing schools and healthcare institutions must integrate the updated standards into their curriculum and training programs. Nurses in practice also must be trained on the new guidelines to ensure they understand. They can apply it in their clinical roles. The BRN must also monitor compliance with these nursing standards by conducting audits, investigations, and responding to complaints.
