The state legislature has directed the Department of Tourist Affairs to conduct a study on whether legalizing sports gambling will result in significantly increased tourism and, if so, what the projected tax revenues would be. The department intends to fund the study by imposing a use fee on state park recreation facilities. Chris Conservative believes gambling should not be legalized and objects to the new fee. She files suit, asking that the court strike the use fee and prohibit the department from conducting the study.

Chris has a standing to sue because, as an individual, she has a right to question what the government decides to do that affects her and secondly, she could sue to defend the interest of those individuals who use the facilities as well and find it unbearable to pay the gambling fee whenever they go for recreation………………………………..
