Post Discussion: Needing a New Rule
This week you reviewed the organizational structure of three different state athletic associations. Each association is organized in a distinct manner, with a specific process in place to pass or amend rules.
For the discussion this week, imagine that that you are an athletic director in Nebraska, New York, or Oregon. It has come to your attention that there are an unusual number of injuries occurring on your girl’s softball team this year. You have conferred with your colleagues at several other schools and they have been experiencing the same issue with their girl’s softball teams. After you have conducted a thorough examination of the situation, you realize that the injuries are related to muscle strains from overuse early in the season. Several years ago, a vast majority of schools in the state had expanded their girl’s softball schedule by 15 games at the beginning of their season. You and your local colleagues all agree that there needs to be a rule change implemented either to reduce the number of maximum games on the schedule or the require a mandatory number of pre-season practices prior to competition in order to prevent these injuries.

How do you get your rule proposed?
Who in the state association will have to approve your rule?
How long will it take to get the rule in place, assuming that you reach out to the association on January 1st?
Is this issue something that should be legislated, or is there another way to remedy the situation? Why or why not?
