Smoke-free air laws continue to be prevalent in the U.S., although they are typically developed and enforced by local authorities. In many cases, grass-roots efforts are used to initiate legislation of smoke-free spaces such as bars and restaurants.
For this assignment, you will conduct research and create a proposal to make bars and restaurants smoke-free, in a town where smoking in such spaces is unrestricted or minimally restricted. The audience for your proposal includes lobbyists, local government officials, and community members. This proposal could be presented at a town hall meeting for public comment.
Your proposal should include the following sections:

Content (1-2 pages)
Identify the town and state where you are proposing a policy change. Summarize any state or neighboring town laws relating to smoke-free spaces.
Explain research that supports restaurants and bars being smoke-free spaces. Cite all sources.
Research and summarize push-back you might receive to this proposal (example: bar owners may fear a decrease in customers, resulting in profit loss). Recommend how this push-back should be handled by town leaders.
In bullet-point format, outline the steps for turning this idea into local law.
