What agencies or organizations are responsible to oversee the application of guidelines of ethical care and appropriate animal use in research?

Some funding agencies require researchers to provide evidence of animal care and use. Do you think this should be extended to any research involving animals? Why or why not?

Daily, thousands of animals suffer in laboratory cages and undergo painful experiments. Researches are mostly done in the companies and university laboratories.
