The theory that I believe would support practical and efficient management of juvenile justice systems service delivery mechanisms, would be one that has a holistic approach to engaging delinquency. One that provides total care services with consideration, for a range of influences, such as, societal, mental health, biological, sociological, and psychological factors. Therefore, many states have created three categories for juveniles: delinquents, abused or neglected children, and children in need of services. Delinquents are classified as juveniles who have committed acts that would result in criminal prosecution if committed by an adult. Abused or neglected children are those who are suffering from physical or emotional abuse or those who have committed an offense or petty criminal offenses. And, children in need of services are ones who are not abused or neglected but they are deprived or needy. These children are usually from poverty stricken homes and they require mere nutrition and basic health care.
