This paper should discuss the challenges and obstacles that are present when a disaster happens in another country (like the 2004 Tsunami and other disasters around the world) and how they affect the responders that came from other countries to help, non-governmental organizations ( Like WHO, UN etc) and the governments of the helping countries. The challenges can be financial, cultural, logistical etc.
