Hypothesize which government agency you would approach to get assistance with your technological innovation and why. Is there an agency, bureau, special interest group, lobby, or affinity organization that you might approach to help with your cause? Why would they be interested in helping you; what’s in it for them?
Using the Wallace Sayre Model of Decision Making in Government from the Lesson, determine the government agencies you would approach and their “hot button” issues and concerns. How does your innovation help them solve these pressing issues? Can you pivot to redirect your efforts to assist the government and is it worth the trouble?
The Sayre Model
The Wallace Sayre Model, developed at the Brookings Institution (1979), illustrates 9 critical power structures within the federal government involved in policy making. The model provides an illustration of how policies supporting the innovations from the special interest groups get adopted within the United States Federal Government (Held, W. (1979). In the illustration below, the nine power structures form a wheel and each spoke on the wheel identifies a key actor that can influence that particular issue. For example, the Congress is made up of the House and the Senate and can be used to further identify individual committees that have a vested interest in an issue.
Another federal agency, the FDA, has the mission is to ensure the safety and efficacy of prescription medicines and other medical products are safe for patients, physicians, and hospitals. To that end, pharmaceutical companies and their interests have a very close relationship with government agencies and are represented by a group called PhRMA. PhRMA lobbyists work on congressional law makers to get legislation passed that benefit their industry. This closeness would be considered an “Iron Triangle” type relationship as well.
