The framers of the US Constitution took a peaceful but cautious approach towards foreign policy. Washington touches on it in his farewell address and essentially says that we must be aware of foreign influences and not letting them into our government because they are an evil that could corrupt. Washington wanted the nation to continue on the path of using foreign nations as economic/commercial partners but to keep them out of the United States politics. “The great rule of conduct for us in regard to foreign nations is in extending our commercial relations, to have with them as little political connection as possible.”

With this being said, Washington and the framers did not want to alienate themselves from the rest of the world. They knew foreign countries were necessary to success, but wanted to stay separate from them. “It is our true policy to steer clear of permanent alliances with any portion of the foreign world.” Washington is essentially saying how it’s okay to be friendly with other countries, but keep it distanced and don’t let it last too long.

The framers believed in a set of principles that were centered around accountability. They insisted that debts be paid off and not recklessly increased. Jefferson, like Washington, held the view of minimal foreign influence — especially minimal foreign conflict. The framers took a fairly neutral role in foreign relations, and when they got involved, the principles were to work efficiently and quickly while avoiding problems or complex relationships.

Due to the time when the constitution has written, in 1787, the United States was in the continental era they used isolationism and realism as their ideology. At that time, America had chaos inside of country, therefore, there was few foreign policies. At that time, it was only 13 states located in Eastern side, they have bought entire states from Mexico, the Great Britain etc. This is another evidence that they were trying to expand internal country and do not have extra time to have very specific foreign policy. But one of the earliest foreign policy US had was the Monroe doctrine as “the American continents … by any European powers.” in 1823. By the end of the 19th century, Monroe’s declaration was seen as a defining moment in the foreign policy of the United States and one of its longest-standing tenets. To conclude, it is hard to have Foreign policy at that time.

From 1860 to WWI, they finished civil war and started to have foreign policies. Politics were trying to boost economy in the country. therefore, they were helping countries around themselves, such as in Columbia, in 1903, US financed and armed the rebellions in Columbia in order to separate the Panama region from Columbia. US immediately recognized the Panama government and signed a treaty with Panama to begin the construction of Panama Canal. It was one of the earliest US foreign policy involvement in Central America. They were supporting a power from another country, in the meantime, they got beneficial from them as well. America got Panama Canal, which helps shipping in the U.S. save a lot of energy and time. So, the policies help economy in the U.S.
