Originally, the U.S constitution did not have many provisions for the protection of individual rights. This was because the framers thought that the newly created central government had limited powers that could not give it the authority to violate the rights of individuals. Also, the framers knew the creation of an incomplete list of rights could be interpreted to deny people the rights that were not included in the list.
