Per WA state: The report must be made to the local law enforcement agency or to the department of social and health services within twenty-four hours after there is reasonable cause to believe that the child or vulnerable adult has suffered abuse or neglect.

However, what if the counselor is wrong? What if for one person an act look like an abuse, but for another it is not? For example: Father and daughter are close to each other and hug each other which for one, it will be totally normal, but for another it will look like there might be a sexual abuse going on.
