While it is true anyone can make changes to open source software, not everyone is allowed to make changes to the software that will be distributed to everybody in the community. One can make all kind of changes for local use (consumption). However propagation of the software change is only allowed to contributors who are authorized, basically they have proven themselves to be serious, knowledgeable and can be trusted.

Freeware vs. open source. The development of codes of the society is open to all members. Hence, anyone can come up with a unique code. However, there is a restriction on the distribution of the software to prevent people from taking free ware and owning them……………….
