Due to the advancement in technology and the importance of information sharing in justice departments, there is need for effective electronic needed to facilitate this. The problem identification is through conducting an evaluation process in the law enforcement information-sharing portal. The steps to identify the problem are to define the scope of the problem, review the current situation, identify improvements, check and verify if the improvements will be of importance then execute the implementations. The problem identification process will use two methodologies; quantitative and qualitative analysis. The type of data collected will depend majorly on the information to be collected. Key personnel will feature in the program and the type of personnel will depend on the type of evaluation. For a participatory evaluation, the collection of information and analysis will be than by the community or the program participants
