I agree with you that the responsibility is both the employer and the employees. When hiring a person to hold even a lower-level position, they require their initial training and guidance in order to fulfill the duties intended. Over time things change and when they do it is then the employer’s responsibility that their staff has all the tools to enable them to be successful. In the same aspect, the employee is responsible for developing themselves. They may start at a lower-level position, but showing the drive that they are working to promote within the business is a characteristic that must e identified. promoting from within is better for the company as a whole. They have already proven themselves and their abilities to perform versus a person is applying for an opening.
