Children as they grow must acquire ways of representing the recurrent regularities in their environment which involved interaction between basic human capabilities which have evolved over a long period of time and culturally invented technologies. These serve as amplifies of these capabilities. It is appropriate, therefore, to assume that cognitive development is from the outside in as well as from the inside out.
