Cascades Community Church (CCC) is a relatively new, but fast-growing church plant that just celebrated its fourth anniversary. Attendance in the last 12 months has averaged between 375 and 475 people. To this point CCC has depended on volunteers to serve the needs of its preschool ministry, but the number of young families attending and the feedback from others who have visited the preschool ministry for the first time have made it clear that some change is called for in terms of the church’s approach to leadership and oversight of volunteers in the preschool ministry. Concerns include, but are not limited to:

Adequate security policies to prevent accusations or actions of an illegal nature.

Ensuring the preschool ministry is more than just a babysitting service – that real ministry and age-appropriate teaching takes place.

A Check-in process that helps ensure parents feel safe leaving their children in the classrooms.

A process for enlisting and training volunteers so that the church is not always “begging” for preschool workers from the platform on Sundays.

There are two philosophies among the elders of the church as to how to approach the need.

Some of the elders have determined that enough money is available to hire the church’s first full-time preschool director. Half of this is from available funds in the budget today, but this group believes that the right hire would function as an investment and the ongoing growth in the church would easily pay for the position within 12 months.

Some of the elders have determined that the church is still about a year off from being able to hire a paid preschool director, and some have some philosophical concerns about whether that should ever happen. But the need for trained workers to serve preschool children in a ministry capacity is urgent now, and the church does have a capable and willing volunteer who sees this as something of a calling.

The purpose of your group is to function as a personnel committee and assimilation team to evaluate the options and make a recommendation and presentation to the elders for their approval. Your first task is to decide which of the two strategies to recommend (or a third one, if you so desire). In your recommendation, you will explain why you chose this path and why you believe it is better than the alternative.

From there you will also do the following:
