What challenges if any does this create for corrections administrators and staff

Although sex and gender are terms that are often used interchangeably, they are distinct. As a result of recent civil litigation, jails and prisons are required by law to house offenders in accordance with their identified gender. What challenges, if any, does this create for corrections administrators and staff? What dangers/risks, if any, does this create for transgender persons in correctional facilities? How can these challenges and dangers/risks be effectively managed or eliminated?
