“Public Employee Unions in a New Era”

Refer to Chapter 8, which points out that the New Era of public employee unions has nothing to do with who controls federal policy making in Washington, D.C. The chapter focuses on the issues that public employees face daily as a result of agency mandates, policies, and procedures that can, at any time, have an adverse impact on job performance as well as fiscal constraints and budgetary resources. Assume your agency wants to discourage union involvement. Recommend at least two strategies your agency could implement to encourage and discourage its employees from seeking union representation.

Some important strategies to discourage employees from seeking union representation would be to remain (a.) open, (b.) honest and (c.) fair with them (SHRM, 2012). Being open and available to listen to the employees when they have complaints or when they want to make suggestions to improve employer-employee relationships. Being honest in all forms of communication will build trust and encourage employees to have a sense of loyalty to the organization. Compensating employees with fair pay and benefits will definitely go a long way in keeping employees happy so that there won’t be a need to seek bargaining and negotiating assistance from unions.

While watching the Under-Cover Boss one day, I saw an episode where a field worker observed someone spying on them to see if they were following procedures in the trash collection process. The under-cover boss was disturbed as much as the field worker. This is an indication that the field worker wasn’t be trusted to do his job according to procedures. The under-cover boss immediately addressed this when he returned to corporate headquarters because the company could have lost some good workers – or could have sought assistance through union representation.

The Society for Human Resource Management (SHRM) says that spying on employees should never be done. SHRM says that employees join unions because of their dissatisfaction with how management treats them, including unfair, unresponsive or offering substandard working conditions to employees (SHRM, 2012).

The Union President, Tony Reardon, of The National Treasury Employees Union (NTEU) gave testimony before Congress that one of its member organizations, Internal Revenue Service (IRS), is in immediate need of $397 million to implement the new tax law (NTEU, 2018). The main issues are related to the new tax law:

IRS is already understaffed for current fiscal year and additional hiring of 1,600 more is needed to respond to the 4 million additional phone calls and written taxpayer correspondence for customer service.

IT needs to be upgraded, including training; and

Education and outreach is expected to expand exponentially.

Reardon says that “The importance of providing the IRS with additional funding to implement the tax law cannot be overstated,” Reardon said. “Forcing the IRS to reallocate already limited resources from core taxpayer service and enforcement activities to implement the new tax law would further diminish its ability to carry out those activities.”
