Analyze the findings how effective the proposed policy has been

Analyze the findings, how effective the proposed policy has been, and how/why it is superior to other response to the problem limitation. The analysis should be evidence-based, which draw conclusions from the evidence. Need to be critically examine its shortcoming and consider how it has/may fail to solve the problem fully, or produce unintended consequences.
